The country health leaders gave a summary of health care activities during the period 2006-2010 and action plans for the six national community programs targeting: malaria, leprosy, dengue, nutrition, diabetes, and mental health. Four invited experts to present included Professor Pham Song, Associate Professor Dang Van Thanh, Associate Professor Tran Van Cuong and Dr. Tran Tuan.
In his presentation Dr. Tran Tuan analysed three main points to help the national target program stay more focused: (1) the need for a new approach in project proposal, objectives development, program implementation and management submitted to the National Assembly, (2) the need for selection criteria for a health theme to be included in the national target program, and (3) necessary fundamental changes in set objectives and design of community mental health projects to clarify the action focal point for projects termed “community-based”.
